PUBLIC NOTICE OF APPROVAL OF RRC RULES BY THE RCA
On January 23, 2023, the RCA issued a letter confirming that the RRC rules filed with ER2-9001 had been approved. The rules went into affect on January 26, 2023 – 45 days after filing with the RCA.

NOTICE OF SUBMISSION OF PROPOSED INITIAL TARIFF AND SURCHARGE
The Railbelt Reliability Council (RRC) has filed Tariff Letter TE1-9001, an initial tariff and initial annual surcharge. The proposed tariff includes the terms, conditions, and schedules under which the RRC will provide open access transmission and interconnection and transmission cost recovery. Additionally, the proposed tariff provides the terms and conditions under which the RRC will apply reliability standards, standards for open access transmission and interconnection, and Railbelt integration resource planning. The RRC requests that the proposed tariff become effective on or after May 31, 2023.
Any person may file written comments on the proposed initial tariff and with the RCA by emailing rca.mail@alaska.gov or by mail to 701 West Eighth Avenue, Suite 300, Anchorage, AK 99501 or via the Regulatory Commission of Alaska’s (RCA’s) website linked here. To assure the RRC has sufficient time to consider the comments before RRC surcharge filling is made, the RRC requests that your comments be filed with the RCA no later than 5:00p.m. December 20, 2022.
PUBLIC NOTICE OF SUBMISSION OF PROPOSED 2023 BUDGET BY THE RAILBELT RELIABILITY COUNCIL TO THE RCA
On October 10, 2022, the Railbelt Reliability Council (RRC) filed with the Regulatory Commission of Alaska (RCA) its proposed 2023 budget available at the link below. A copy of the budget filing, which provides additional explanation regarding the proposed budget, is available for review on the RRC’s website at RRC Budget Filing, and will be available on the RCA’s website, http://rca.alaska.gov/RCAWeb/home.aspx, once posted by the Commission.
Any person may file written comments on the Proposed 2023 budget with the RCA by emailing rca.mail@alaska.gov or by mail to 701 West Eighth Avenue, Suite 300, Anchorage, AK 99501. To assure the RRC has sufficient time to consider the comments before RRC surcharge filling is made, the RRC requests that your comments be filed with the RCA no later than Monday, November 14, 2022.
UPDATE:
As part of the RRC’s November 23, 2022 tariff filing the RRC submitted a modified proposed 2023 budget. This modified budget can be found on the RRC’s website and is contained within Tariff Letter TE1-9001. Comments on the modified proposed 2023 budget can be submitted to the RCA under Matter Number TE1-9001, as noted above. The RRC requests that your comments on the modified proposed 2023 budget be filed with the RCA no later than 5:00 p.m. on December 20, 2002.
