This standard provides a consistent method for calculating the Frequency Bias component of Area Control Error (ACE). Frequency bias is how much the system frequency changes with a change in generation/load. ACE is the control component used between Local Balancing Authorities (LBAs) to control system frequency.

On December 31, 2024, the RRC filed four proposed reliability standards with the Regulatory Commission of Alaska (RCA) under Matter No. TE8-9001: RRC-BAL-003 – Frequency Response and Bias, RRC-INT-006 – Evaluation of Interchange Transactions, RRC-VAR-001 – Voltage and Reactive Control, and RRC-VAR-002 – Generator Operations for Maintaining Network Voltage Schedules.
