(BAL) Resource and Demand Balancing

Public Matters

Frequency Response and Bias

This standard requires sufficient Frequency Response from the Balancing Authority (BA) to maintain Interconnection Frequency within predefined bounds by arresting frequency deviations and supporting frequency until the frequency is restored to its scheduled value. It also provides consistent methods for measuring Frequency Response and determining the Frequency Bias Setting.

Time Error Correction

This standard is to ensure that Timer Error Corrections are conducted in a manner that does not adversely affect the reliability of the Interconnection. Timer error correction is a holdover from the days when electrically driven clock motors were used for time keeping across the U.S. Satellite clocks have obsoleted motor-clocks.

Automatic Generation Control

This standard (1) This standard establishes requirements for Balancing Authority Automatic Generation Control (AGC) necessary to calculate Area Control Error (ACE) and to routinely deploy the Regulating and Contingency Reserve; (2) defines a process for monitoring Balancing Authorities to ensure that, over the long term, Balancing Authority Areas do not excessively depend on other Balancing Authority Areas in the Interconnection for meeting their demand or Interchange obligations; and (3) defines a process to transfer control between all Balancing Authorities from tie-line bias to constant frequency control and for all Balancing Authorities to actively participate in frequency restoration following a Reportable Disturbance. establishes requirements for Balancing Authority AG) necessary to calculate ACE and to routinely deploy the Regulating Reserve.

Inadvertent Interchange

This standard defines a process for monitoring Balancing Authorities to ensure that, over the long-term, balancing Authority Areas do not excessively depend on other Balancing Authority areas in the Interconnection for meeting their demand or Interchange obligations.

Portions of AKBAL-006 were retired; remaining portions to are incorporated into the Automatic Generation Control (RRC-BAL-005) and Interchange Information (RRC-INT-006) standards.
