One of the RRC’s primary purposes is to develop and enforce standards across the Railbelt region. Technical Advisory Council (TAC) members and subject matter experts use their knowledge of the islanded Railbelt grid’s unique challenges—along with stakeholder input—to create specialized reliability, operating, security, and other standards.
The TAC is leading the development of these standards, supported by an established working group.
This Technical Advisory Council Working Group is developing the RRC Interconnection Process, Reliability Standards: RRC-FAC-001 Facility Interconnection Requirements and RRC-FAC-002 Facility Interconnection Studies, and Interconnection Agreements.
To avoid adverse impacts on the reliability of the Bulk Electric System, Transmission Owners and applicable Generator Owners must document and make Facility interconnection requirements available so that entities seeking to interconnect will have the necessary information.

In 2018, the Railbelt utilities voluntarily adopted a set of jointly developed reliability standards. While not the RRC’s official standards, these often serve as the foundation for RRC standards development.
