Frequency Response and Bias

(BAL) Resource and Demand Balancing

Purpose: To require sufficient Frequency Response from the Balancing Authority (BA) to maintain Interconnection Frequency within predefined bounds by arresting frequency deviations and supporting frequency until the frequency is restored to its scheduled value. To provide consistent methods for measuring Frequency Response and determining the Frequency Bias Setting.

  1. On December 31, 2024, the RRC filed four proposed reliability standards with the Regulatory Commission of Alaska (RCA) under Matter No. TE8-9001: Frequency and Response Bias (RRC-BAL-003-1), Evaluation of Interchange Transactions (RRC-INT-006-1), Voltage and Reactive Control (RRC-VAR-001-1), and Generator Operations for Maintaining Network Voltage Schedules (RRC-VAR-002-1).

The TAC Recommendation Submittal Package for the Frequency Response and Bias (RRC-BAL-003-1), Evaluation of Interchange Transactions (RRC-INT-006-1), Voltage and Reactive Control (RRC-VAR-001-1), and Generation Operation for Maintaining Network Voltage Schedules (RRC-VAR_002-1) standards, each developed by Working Groups led by the RRC’s Chief Technical Officer. This package was noticed on November 11, 2024, and was acted upon by the Board on December 2, 2024.
