(BAL) Resource and Demand Balancing

This standard requires sufficient Frequency Response from the Balancing Authority (BA) to maintain Interconnection Frequency within predefined bounds by arresting frequency deviations and supporting frequency until the frequency is restored to its scheduled value. It also provides consistent methods for measuring Frequency Response and determining the Frequency Bias Setting.

  1. On February 14, 2025, the Regulatory Commission of Alaska (RCA) issued Order No. E-25-001, suspending Matter No. TE8-9001—which includes the filing of RRC-BAL-003, RRC-INT-006, RRC-VAR-001, and RRC-VAR-002—into RCA Docket No. E-25-001.

On December 31, 2024, the RRC filed four proposed reliability standards with the Regulatory Commission of Alaska (RCA) under Matter No. TE8-9001: RRC-BAL-003 – Frequency Response and Bias, RRC-INT-006 – Evaluation of Interchange Transactions, RRC-VAR-001 – Voltage and Reactive Control, and RRC-VAR-002 – Generator Operations for Maintaining Network Voltage Schedules.
