Budget & Surcharge
The RRC is funded through a surcharge paid by the five Railbelt load-serving entities under the Equitable Allocation of Costs Rule (ER13). Each year, the RRC develops its budget in a public process to determine the surcharge amount for the following year. The current surcharge is set forth in Sheet 26 of the RRC Tariff. Both the budget development process and the approval of tariff filings by the Regulatory Commission of Alaska (RCA) are conducted in a public forum.
Effective Budget
The Board of Directors approved the 2026 Effective Budget on November 3, 2025. The approved budget and associated Board resolution are available at the links below:

Effective Surcharge
The current RRC surcharge was approved by the RCA on December 31, 2025. The surcharge remains in effect until amended through a subsequent tariff filing. The current approved surcharge and related RCA proceeding are available at the links below:

2027 Budget & Surcharge Development
The RRC's 2027 budget development process and related surcharge update are currently underway. The Board of Directors approved the 2027 Informational Budget filing on September 28, 2026. The final 2027 Proposed Budget is scheduled for Board consideration during its regular meeting on November 2, 2026.
