This standard develops Transmission Plans for a Bulk Electric System (BES) that will operate reliably in the most cost-effective manner over a broad spectrum of conditions and following a wide range of probable Contingencies applicable to the BES used to supply power to or from major load and generation centers. The TAC Working Group tasked with developing RRC-TPL-001 split the standard in development into two distinct standards: 1) Transmission System Planning Performance Requirements and 2) Transmission Planning.

The Technical Advisory Council (TAC) Reliability Standards Recommendation Submittal Package developed by the TAC Working Group led by the Chief Technical Officer (CTO). The package was noticed on January 21, 2025, and was subsequently remanded by the Board back to the TAC on February 3, 2025.
