Notice of Effective Rule Modification
On January 5, 2026, the Railbelt Reliability Council (RRC) Board approved modifications to Product Development Rule (ER1) under Board Resolution 20260105-01. The Board also approved the addition of Registration Criteria to the Compliance Monitoring Rule and Enforcement Program (ER2) under Board Resolution 20251201-01.
On April 3, 2026, the RRC filed the Product Development (ER1) and Compliance Monitoring and Enforcement Program (ER2) rules with the Regulatory Commission of Alaska (RCA) in accordance with 3 AAC 46.470. Descriptions of the filing are provided at the links below:
In compliance with 3 AAC 46.470(d), the filings were submitted at least 45 days prior to its effective date and included all required rule letter components, including a clear description of the proposed rules and revisions, their intended effect, the basis for their development, supporting documentation, and certification of public notice.
Under this regulatory framework, such filings are informational in nature and take effect following the prescribed review period. The review period has concluded, and the rules are effective as of May 18, 2026 in accordance with 3 AAC 46.
