Notice of Intent to Develop 2026 RRC Rule Modifications

Public Petition

The public is able to participate in developments as a Public Commenter or Approved Participant:
Approved Participant is a member of the public who helps shape the development of a Product through active participation in a product development process. For qualifications and criteria see Section 5 of Public Participation in a Development Rule (ER5).
Public Commenter - is a member of the public who helps shape the development of a Product by providing oral or written comments in accordance with RRC rules and policies during the development process.
If you wish to become an Approved Participant, please complete the below form to submit a petition. Petitions are considered by the Manager of the RRC Working Group. If a petition is denied use the below form to request an appeal. A petition is not required to be a public commenter, contact a working group manager for more information on how to make public comments.
Petitions to participate in RRC Working Groups and appeals are governed by the Public Participation in a Development Rule (ER5).

The RRC has issued a Notice of Intent to Develop various RRC Rule modifications, per the Product Development Rule (ER1).

The purpose is to develop modifications to the following rules: Product Development Rule (ER1), Public Participation in a Development Rule (ER5), Public Notice and Meetings Rule (ER7), Rule Amendment Rule (ER9), Voting Procedures Rule (ER10), Ethical Code of Conduct Rule (ER11), Conduct Compliance Rule (ER12), and Public Comment and Compliant Resolution Rule (ER14). The proposed modifications will address items identified during the RRC’s 2025 triennial governance review and also address conforming edits.

This modification will be developed under the oversight of the RRC Governance Committee, in accordance with Board Procedure Rule & Tariff Development Process (BPR604).
