PUBLIC NOTICE OF SUBMISSION OF PROPOSED AMENDMENTS TO RULES ER7 and ER10 BY THE RAILBELT RELIABILITY COUNCIL TO THE RCA

On May 4, 2026, the RRC Board of Directors approved Board Resolution 20260504-05, directing 
the RRC’s Chief Executive Officer (CEO) to lead the development of modifications to various 
RRC Rules, including Public Notice and Meetings Rule (ER7) and Voting Procedures Rule 
(ER10). 

The RRC proposes to make the revised version of ER7 submitted herewith as Attachment A and 
the revised version of ER10 submitted herewith as Attachment B effective 45 days from the date 
of this filing or such earlier date the Commission deems appropriate.

The revised rules and accompanying Rule Letter ER11-9001, which provides additional explanation regarding the proposed revisions to the rules, are available for review on the RRC’s website at https://www.akrrc.org/matters/2026-rrc-rule-modifications, and will be available on the RCA’s website once posted by the Commission. Any person may file written comments on the proposed rule revisions with the RCA, 701 West Eighth Avenue, Suite 300, Anchorage, AK 99501, http://rca.alaska.gov/RCAWeb/home.aspx. To assure the Commission has sufficient time to consider the comments before the proposed rule and repeal take effect, the RRC suggests that your comments be filed with the RCA no later than September 28, 2026.
